Yes you can by using the 'collaboration' feature.
On the My Forms page, select ‘Management’> ‘Collaboration’ from the menus and you will see the Collaboration Management window. Alternatively, you can also click the collaboration icon in the upper right corner of the form editing screen. Add another user and designate it as the owner, ownership of the survey will be transferred to that user.
